Tom, I have seen this go multiple ways.
When I was at Duke (many years ago), the CFO delegated this authority to me (note the form must be signed by an "Officer" of the organization). Therefore, this authority had to be vested in me as I was not an officer.
At NC State our Treasurer assumed this responsibility. However, she requested that my office fill out the form :-).
In my travels, I'd say that while the signatory might not always be the 990 filers, in the majority of cases I have observed the submission happens in the Business or Finance office.
