Student Government Gift

    Hi all

    I searched the archives but do not see this particular topic.  Giving a gift to benefit student organizations is well-covered, but we have a different situation.

    If a student government wants to give a gift to a scholarship, but the original funding source is from mandatory student fees and the institution's policies state those fees are collected and administered by the institution, is this not a case of the university giving a gift to itself?  And therefore not countable?

    It actually does not matter how or where the funds being donated originated.  And this applies to any internal group.  While all of those groups can transfer funds to any program of the institution, none of those transfers are gifts.  You are correct.  You cannot make a gift to yourself.
