Fund to award international trip

    We have an alum who works abroad, who would like to establish a fund which would be used to annually award 2 students (as selected by the econ department) a trip to travel with him to learn about international business and economics. Besides paying for their travel, lodging and meals are there any regulations that lay out approved/not approved expenses or per diem type limits dictated by the IRS, CASE, etc for this to be a charitable gift?  Or is it up to us to set any of these types of parameters?

    If this travel is required as part of a course the students are taking, there's no issue.  But that does not sound like this is the case and, therefore, the payment would not be a tax-deductible gift.
