donations from international foundations & trusts

I am looking for resources which provide information on how to confirm an international donor or trust is a legitimate entity and is permitted to make donations in the U.S.  Looking to answer this question:  aside from our internal gift acceptance policy, does an international donor or trust need to comply with any regulatory or governmental requirements to make the donation?   Thanks!

Other than needing to verify the authenticity of the donor - as you would in any case - there is little more digging you need to do.  Whether the donor is eligible to claim some sort of deduction from their nation of origin is between them and that country.  That should not stop you from issuing a standard tax receipt.  And if the payment came in a foreign currency, I would print on the receipt both what was received and the US equivalent.  I've had Canadian donors with dual citizenship that required this - plus two originals.

Do remember that there is a foreign gift reporting requirement.  However, that applies to educational institutions and only amounts of $250,000+.
