Question regarding the recording Arts Council Grants as Gifts

Our college has two campuses - a campus in Santa Fe and one in Annapolis.  Our New Mexico campus receives a New Mexico Arts Council grant each year and does not record this as a gift but as grant revenue and reported as such on our 990.  Our Maryland campus receives a grant from the Arts Council of Anne Arundel County and these have been historically recorded as gifts in the donor database.

Is there a best practices for handling Arts Council Grants?  I'd like to make the process uniform for both campuses.

    Thank you

If the Councils are extensions of the local governments, then, per CASE, those grants cannot be counted.

However, if the Council is a legally established nonprofit (or even corporate) entity, as long as the grant does not have contractual components, they can be counted.

Rick, looks like you've got one c3 and one state gov't art council, so everything is being recorded correctly, even though it appears inconsistent just based on the names of the orgs.

Thanks John - I just found your paper on Grants and it's clear.
