    We have a donor who is also an academic department head who has started a scholarship for students in his department. Would you view it as donor control for him, in his role as department head to select the recipients for the scholarship for which he created? (I can see it)

    What if he didn't create the scholarship, it was an existing scholarship established before he was in his role, but he chose to contribute his annual gifts to that scholarship -- for which he selects the recipients. Would that be donor control and impact the charitably of his gifts? 

    Similarly, what policies do you have in place to safeguard donor control issues with a staff person giving to an enhancement fund for which they administer?

    The best standard policy is to prohibit all donors from any involvement in the selection process.  You can only prove a lack of control (influence) that way.

    I feel that ANY contribution to the fund would preclude their involvement.  I am not even sure I would let a faculty member where the scholarship benefits their department be on the committee.

    Where possible, an independent review committee, often led by Financial Aid, should be responsible for scholarship awards.  It is the only way to assure transparency and avoid influence and control.

    At my last institution, creators of a scholarship (internal or external) were not permitted to sit on a committee or choose a scholarship recipient. That particular change in procedures was implemented some years ago, and had to be communicated to a number of donors who had always been involved in prior years.
